I agree as MP can also revert to by-appointment only, in order to limit the number of customers per day. Some hairdressers are doing this when their shop area is small.

However our scholars only look at risk vs return. Small risk, but what is the return? Unfortunately they do not see MP, spa as a necessity, so they feel it is unncecessary to take the risk, no matter how small.

Contrast to public transport which is a necessity. People die die will need the public transport. Risk is great as you say. But bo pian, have to absorb it and go ahead.

For C19, Govts absorbs significant financial responsibility.

US states and many asian countries opening business (school not included) which are less risky to spread.

SG is takes different step, govt would want to first open essential services for individuals and society(mrt, school, financial).

Seems like the reason is not just the disease is communicable .. imo spa should open in next phase

FLs being independent operators, can't be found guilty of pimping or trafficking and all that. It's a willing buyer-willing selller situation. And it's interesting they could not pin an immigration or employment offence on the 2nd FL in the condo - which means could be a PR or not a typical work pass holder?

But at the end of the day, they have the cover-all "in the public interest" whether to prosecute or not, and also AGC discretionary powers.
