Safer than without condom. That's all there is to know. No sex is truly safe. Even a HJ have risks if she has pussy juice or a cut on her hand.

I had a BJ with condom with a sex provider. I wasn't careful when I remove the condom. Her mouth water touched my penis. I didn't wash it until two hours later. It depends on what sort of teeth come into contact with the condom. Jagged or broken teeth have a higher chance of tearing the rubber whereas smooth well maintained teeth lower this possibility.
